I know it is defined in one of the Design standards, the one for copper foil, but I don't know which one and don't have access to my standards library right now, but it is defined.

You are getting out there, no worries.
As to your original question, I don't think IPC defines copper tooth size anywhere.
When I was still in RF land we called out rolled rather than drum side EP if we needed real smooth.
And as you have stated the peel strength drops dramatically.
