Withdrawn is correct, its content was in it was brought into 6012D (including updated microvia acceptance criteria). 
New designs should not be calling out 6016 any longer. For legacy designs that call out 6016, an agreement between user/supplier should be reached on whether to continue using 6016 (no longer supported by IPC), or to migrate to 6012D for acceptance.
