Wanted to summarize the feedback I received from several fabricators.
Embedded capacitance is widely available. Standard core constructions of >=0.002" material between solid planes provide planar capacitance and do not add significant, if any, cost to the product. Specialized core materials <0.002" are available from a number of material vendors and are being offered by many fabricators.
Embedded resistance is not widely available, has a very limited range of actual values available, and is expensive to implement. It was suggested the technology was more applicable to specialized low volume applications than cost sensitive volume production.
