IPC-610 Rev F, page 6-12 (section 6.2.1.2 'Insulation-Damage-Post Solder'),
says;
Acceptable (class 1,2,3) -  'slight melting of insulation'.  Go careful with
the photo on that one, as it looks rather charred to me, which would be a
defect!!
I know 'slight' is rather objective, but I would say, as long as it appears
to be insulating the wire, at that point, & it's not charred/burnt, then
that's acceptable.

i think damaged insulation is not acceptable according to 610 visual if I
remember correctly.
