it depends:  if you try to establish what can do and can not do bench  
mark of your vendor as second source, designer should.  if you try to  
push the boundary of design, knowing your PCB house is in  the lead,  
using new design rule, new material, e.g. Teflon  instead FR5, 3/3  
design, new solder mask, new process, the Manufacture should known  
better how to sell itself... generate eye catching coupons (3M  
usually do that for flex handed out in trade show) with your new  
design rule, material datasheet, etc. as set for designer...   
(usually, would ask what you can "NOT do", normally, nothing in hand  
out, but you can talk in detail to get both side understand what is  
in  need or  applicable after NDA assigned).
