Dean,
We use Dow Corning 1-2577 as our approved silicone and it has always worked
well for us. It is about 20-30% toluene, so it is a VOC, but if memory
serves, there are low VOC versions of 1-2577 out there. While it does have
a relatively quick tack time, you may want to bake it a while to drive the
cure reaction and improve adhesion.
