This topic must have kicked off in the mid late 70's as I was in Alpha then
and remember it first from there. It lingered through to the early 90's in
various guises. 
I seem to remember first seeing a formal paper in I think 79 Nepcon*
proceedings by Frank Zado and/or Laura.,  She certainly published several
times on  polyols/fluxes

*Google Scholar confirms several references with Dr Zado at ITT but not
specifically on SIR, but you probably already found those.
