Although they might not work very well in Cedar Rapids, Iowa in the wintertime, but that is usually due to the Dew spilled on them the rest of the year freezing over.

Other than tin pest and batteries used in backup systems, I know of no issues with electronics operating at -40. Automobile electronics operate at temperatures well below -40 on a regular basis right here in beautiful Minnesota.

(continuous -40C)
I couldn't find anything on TechNet or in the Printed Circuits Handbook...
