Other than tin pest and batteries used in backup systems, I know of no issues with electronics operating at -40. Automobile electronics operate at temperatures well below -40 on a regular basis right here in beautiful Minnesota.

I couldn't find anything on TechNet or in the Printed Circuits Handbook...
