I haven't looked at this defect description before, but it appears that splatter and webbing are two terms indicating essentially the same defect, although webbing might be used when the solder splashes are distributed across an area and splatter refers to splashes that are more contained.

Afternoon Tech netters,

Apologize for asking the same question again. I may not have put it correctly in my email send yesterday. Here it is: how do one tell the difference between a solder splatter and solder webbing especially to someone who has no knowledge of soldering anomalies. At a first glance, it may look the same and cannot differentiate between them.

Please advise.
