You can always send them out to V-tek. They can form them per your dimensions and return packaged in tape/real, waffle tray, tube, or however you like.

I've got a requirement to build a board with some old school ceramic flatpacks on it, the kind that come un-formed.  So I need to get them formed and trimmed.  Standard SOIC style gull wings, 20 leaded parts.   Any options other than Fancort?
