To quote Doug Pauls, it depends.  It is application dependent.  If it is going to stay on terra firma, designing for 10,000 feet (3050 m) should be enough unless going to the top of Mt. Everest.   Mission and Defence, I'm going to guess it may go a bit higher as what Doug said.

Ok - IPC -2221 Table 6-1 gives spacing values for sea-level to 3050m and for over 3050m. Are these the only applicable divisions or should I be concerned about altitudes of over 15000m?
