John,
lesson learn or FA are hard to come by - legal issues.  design guidelines
for radar or others are more easily obtained (not sure what you are
looking for in terms of GHz)- especially within the program.  however, if
you are in the need to know basis (such as Harris), you might have to jump
over few huddles to get it.  GIDEP might have what you are looking for
(you might need to find out who is rep in your company to get access).
