I assume you meant "to allow MAXIMUM solder wicking"

I'm sorry I can't find a reference, but I remember a study being done where the result was between 11-14 mils.
So, in the absence of any other responses (sorry for the delay) I would start with 11 mils as a minimum

(that might not help since I'm not including data, but maybe someone will clarify)
