Hipot testing is nothing more than the electrical strength testing of dielectrics. I would recommend looking into dielectric materials and their electrical properties of air and common materials such as plastics. There is also the IEEE Product Safety Engineering Society. They have papers and a nice archive of newsletters that has some good info in it.
