IPC-CH-65B is a handbook and educates on cleaning and cleanliness methods.
It is not intended to be a performance standard or to define how clean is
clean enough for your assemblies.

J-STD-001 presently has ROSE as the cleaning standard to meet, but the
values are largely bogus and should be considered as obsolete.  The chairs
of IPC-J-STD-001 have asked me to lead a small working group to define what
should take the place of ROSE for J-STD-001, which we have been working on
since October.  I expect a proposal to present to the committee at Apex.

There are other tools in the IPC that can assist you in developing cleaning
and cleanliness data.  IPC-9202 uses ion chromatography to benchmark what
residues you have on a standard test board, and SIR testing to determine
the effects of those residues in humid conditions, where most cleanliness
related failures occur.  The companion IPC-9203 document explains the
IPC-B-52 standard test assembly used for 9202 and how to do testing.

IPC-5704 is a bare board cleanliness standard which uses ion
chromatography.  It is not yet part of the big bare board specs, like
IPC-6012, but will be in the future.  Many have used this specification to
good effect in benchmarking bare board cleanliness.

IPC and SMTA host an excellent cleaning and coating conference every two
years, with the next one being Oct 25-27 of this year in Chicago.  That
conference represents the state of the art in cleaning and cleanliness
assessment.
