I wouldn't worry about wasting anybody's time by asking on the IPC Designer's Coucil forum.

I would avoid any PCB fabricator offered software as it ties you in to their fabhouse when you may need flexibility later on.

Check out the limited or demo license versions of well known PCB suites to find one that you are happy with and can learn quickly.

I recommend Pulsonix but there's also Eagle, Kicad, DesignSpark, EasyPC.  Orcad, PADS, and CADSTAR are available too in limited trial versions.

Eagle is nice and well used.
