Perhaps you can try free DesignSpark from RS Components, it is quite
widely used meanwhile and has a good community.
However, if the changes are just some small moves and not a total
redesign, if this would be my job and I had no CAD software, I really
would prefer to make these changes within a gerber editor (I use
Zuken Cadstar for layouts and CAM350 for Gerber checks, panelization
and sometimes for small changes from customer layouts if I just have
gerbers and nothing else).
