Looks like that means a crack that crosses the thermal zone boundary (part in the thermal zone and part not). Similar to the location of "3" in Figure 3-15.

Technetters, IPC-6013C, 3.6.2.4, refers to 'boundary line cracks'. I do not find this term in IPC-T-50.  What does it mean?  Louis Hart
