It is not addressed in IPC-610 because it is a prohibited design issue. IPC-D-279 has the information on component spacing and good design practices, and putting a connector directly on top of anything is not a good design practice, ceramic or otherwise. However, if your customer chooses to do this, all you can do is let them know of the issue and build per their print.

Look at 7.1.8 and as long as it meets the contract requirements or company requirements it's acceptable.
