Solder mask is designed not to be removed therefore it takes very strong chemistry to strip it off. That is typically done by immersing the circuit board in a concentrated caustic/solvent solution for several hours, followed by high pressure spray rinsing. Alternately it can be removed through sanding or grinding using most common means.
If you are interested in a chemical stripping option, then I suggest that you contact Oliver Sales (OS-TECH) http://www.os-tech.com/ . They sell a very good product for solder mask stripping.

I did not receive very much feedback on my initial inquiry. Therefore, I ask again. Additionally I also ask if Solder mask and conformal coating the same Product/Term (IPC-7711.21 section 2.3.1. I want to removal/strip solder mask. At this point I do not known the solder mask vendor or type.
