You didn't provide any details, but you might be looking at an older drawing?
There used to be two completely different processes for Immersion Silver,
(and one was definitely thicker than the other)
and at the time, there was no consensus which process was preferred.

If you are looking at a spec that has the older process, check the date and question the source.
