or something that retards the copper plate up.
Not necessarily a problem, not pretty but not a problem if the hole walls 
are good.

If you section is the copper plate height requirement met?  If yes and 
they passed E test then they are good.

Did you get a micro section report with your certs?  Again, good micro 
section, good e test they are good,
Hole walls have etch out, not so good.

Looks like there was some sort of problem with the etch resist, can't say
exactly what that was though. I definitely would be kicking these back to
the vendor!
