It is very rare. Have you tried to poke it with an exacto to make sure it isn't just stuck to the top as debris ? 
If it is adhered to the part It is indicative of poor cleaning practices which should cause some concern...

It appears to be on the surface so removing it and touching up any damaged Soldermask or surface finish appears as though it would not adversely affect form, fit or function.

Hi all,

My PCB fab knowledge is limited, and a very unusual defect was discovered (too late) in assembly. I'm wondering if anyone has seen something like this before, or has an idea what this could be. The blue color seems noteworthy to me. This is for IPC class III, space. I will return this to the fabricator, but I wanted to get educated in case there is a debate regarding the cause. Thanks for your help!
