Bob,
I'm guessing it's to ensure that you have sufficient contact/overlap.
There's no wrap required like other terminal types, so having the wire extend from the slot would provide maximum contact.

Does anyone know why the requirement for slotted terminals is that the wire extends all of the way to the end of the slot or beyond (compare this to a jumper wire on an SMT pad).
For inspection I can see why we would want to see the end of the wire but is there another reason?
