My esteemed, though slightly waterlogged, colleague Dave is referring to
another of the half fractional elements - Pulsium (Pl 36.5).  One of the
primary characteristics of Pulsium is that it had a capacitive effect,
storing energy by shifting electron orbits, then releasing them in pulses.
The pulsing is so regular it was proposed as an international time base,
but was rejected, as cesium was already being used and there was no budget
for another kind of clock.

As Dave has indicated, this capacitive effect has many uses: the energy
regulation in strobe lights as it plays very nicely with xenon; all pulsed
lasers have a small amount of pulsium in them, etc.

The first isolation of Pulsium came in the early 1800s, by Dr. Mirum Unum
at the University of Australia at Yulara.  Mirum Unum is actually Latin for
"strange one" (it is too Dave, go look it up), and Dr. Unum certainly was.
A goofie Aussie at best, Dr. Unum found that trace amounts of Pulsium
caused one to lose all sense of restraint and decorum.  The list of his
bizarre exploits is too numerous to list here, but even I had to say
"whoa".  Dr. Unum came to an abrupt end when Mrs. Unum found Dr. Unum
exploring the decorum-reducing effect with some of his female lab
assistants.  To this day it still holds the record as the bloodiest murder
in Australian history.  Never piss off an Aussie Sheila.  The effects of
Pulsium actually made it into the English language and is the origin of
impulse or impulsiveness.

The blue color Dave refers to is from the spectral lines associated with
pulsars, as determined by Dr. Sven Uffdason of the University of Minnesota
- Hallock.  He found that pulsars, allowing for Doppler Shifts, is heavily
in the blue range of the visible spectrum.  He also found that many of the
blue gas giants seem to have a strong spectral correlation to Pulsium.  Dr.
Uffdason is in upper Minnesota, and der is not much to do up dere except
vatch da stars.

I can now go back to my work, happy that I have brought a little more
enlightenment into this world.  I now breathless await the response of my
enlightenment-challenged colleague, the Duke of Darkness, The Count of
Consternation, The Marquis Du Muckup......
