Even if the amount of other gases that needs to be removed in order to qualify the nitrogen as one of three classes sold are fractional, something has to be done with it in order to "produce" the finished "product" that meets the requirements, so yes, it is a produced product.
Otherwise we would have suppliers sending us bottles of air labeled "Nearly pure nitrogen, only 110 ppm other gases!"

A question of semantics. Is N the 2nd most produced chemical in the USA? 
If I buy a cylinder of N2, the contents are obtained by the fractional distillation of air; this is not a "produced chemical" because the raw material is there, anyway.

Even the building block of nitrogenous compounds, ammonia, is made by reacting hydrogen with atmospheric nitrogen.

I therefore maintain that elemental nitrogen is not "produced" because it is all around us as a diatomic gas  and appeal to EQAB that they ensure the questions are better worded. :-)
