Has anyone seen or know of a control system that prevents an operator from running an SMT line if they did not pass or go through an ESD test. (i.e. ESD shoe check)?

Let me give you the scenario we are considering.  Operators go through one entrance that requires them to check their ESD compliant shoes and if the test is good, they would walk through a turnstile that is linked to the ESD tester.  Our operators have bar- coded badges that would identify them.  We also have other entrances/exits to the SMT area that are required for safety reasons.  If an operator decides to enter the room without going through the ESD check entrance, once the operators scans their card at the SMT line, the machine (s) would be disabled since they did not pass or go through the ESD check.

If that sounds like a crazy idea, what are other factories doing to ensure every operator has been checked for proper ESD compliancy within ESD controlled zones?
