I generally default by starting with teardrops on everything, whether I need them or not. Even though the manufacturers can probably build without it, if I can help and it doesn't hurt me, why not?
Of course, after that default spray of teardrops, I do often have to delete many of them. But if I've reduced the risk of breakout on 50% of my traces, it's a free improvement.
