The note on 610 doesn't belong on the Fabrication drawing but on the Assembly Drawing. 610 refers to the PCB Assembly.
The note on 6012 belongs on the Fabrication drawing only. 6012 refers to the fabricated bare board.
As an example you can have bare boards fabricated to conform to 6012 class 3 from your PCB fabricator, and your PCB Assembly to conform to 610 Class 2 from your PCB Assembler. At the end of the day your end product would only be Class 2.
You might use the Class 3 fabricated bare boards for one PCB assembly in a Class 2 product for customer X and for a separate PCB assembly in a Class 3 product for customer Y.
