Victor, Short answer is yes. Complete answer will depend on signal frequency, and might be lengthy.  Skin depth of signal in a metal is [2/(conductivity x magnetic permeability x angular frequency of signal)] exp (0.5). Electromagnetic field theory was never my greatest strength, but skin depth was something that has stuck in memory. Surface roughness will also play a complex role.  Louis Hart
