Was finally able to sacrifice a board for cross section and sem and we ran a lot of bare boards through reflow.
It seems the spots are indeed solder. Thanks for all of the input.

Just a little history
We tend to build very small lots.
So this run was 6 pieces of 2 different boards.
Out of the 12 total pieces we had these spots on 8 boards.
All of the boards came out of the same FAB shop. I know this FAB shop outsources Their ENIG.
All of the spots have this black ring like someone took a magic marker and circled them.
Going to get on the SEM today and I am trying to find a XRF we can use. But more runs At the assembly shop and cross sections are probably next.

This is starting to get very interesting and worrisome.
That is indeed a linear tech umodule. We do pre-bump the devices before the install.
I found out last night we actually have a SEM, even though we have L3 in the name we are a very small division. But I am going to work through all of the suggestions until we get to the bottom of it. If this is indeed a plating issue that would be really really really Bad.
Once again I really appreciate all of the input.
