Victor, IPC-2221 has design requirements. It does not apply to finished boards. Those points are in the first two paragraphs. Presumably, the designer handles the registration requirements, including inner layers, in preparing a fabrication drawing.
You mention a cross section method. Do you mean an acceptance criterion at cross section, for intra-layer conductor spacing? Louis Hart

Fellow TechNetters:
I did not receive a reply so I posted my inquiry again. It's Monday so things might be slow! I did review IPC-2221B Table 6-1 Electrical; Conductor Spacing. I guess if I have drill misregistration, as long as it doesn't come closer than 2 mils, it's OK! I needs comments and/or suggestions. This inquiry is on a cross section method. I will plan to do a flat section later.

Fellow TechNetters;
I am searching for info on electrical spacing requirements between an internal conductor/Land to PTH copper barrel distance. In my case it can be either drill process misregistration and/or internal core misregistration. In either case what is the closest distance that a conductor/land can be to the PTH copper barrel.
Victor,
