 We had one customer with a circuit board that required plasma cleaning
prior to coating every single time. It does wonders to cause it to
"wet-out" It was a result of the surface tension of the coating being much
higher then the surface energy of the substrate. The plasma treatment
increased the surface energy until it surpassed that of the liquid. We had
a different coating that worked fine but you know how it goes, "it wasn't
spec'd that way"

As for the vacuum oven, I have never tested how much it altered surface
energy or in what direction.
