20 barrels a year x 2 billion years, that's 40 billion gallons of oil from the Atlantic alone

How many barrels does the Pacific & Indian Ocean produce?
How many do the continents?

Some 35 years ago Science magazine had a lengthy story about contemporary oil production at seabeds from what might have been abiotic source(s). The authors estimated, as well or as poorly as I can recall, production in the Atlantic was approximately 20 barrels per year. Louis Hart

The abiotic hypothesis (it is not a theory) has been around for many years but no one has yet been able to provide enough evidence to take it beyond speculation. On the other hand, there is plenty of scientific evidence for the biotic theory.
