Ethanol replaced MBTE to reduce ozone, in particular in winter months. At
least when it leaks into the ground the water is still drinkable. It works
at less than the 10% allowed in gasoline today. MBTE has ruined a number of
water supplies from leaks into the ground.

Their are substitutions of petrochemicals for reasons other than reducing
oil consumption.
