And get a different PWB supplier. The ones I work with would have offered to re-drill the holes to remove the small amounts of copper plating that were not supposed to be there in the first place, not call out some improperly applied spec that somehow could be mis-interpreted to mean the copper plating can be in holes clearly marked as unplated on the fab drawing.
