Some vendor got two termination for cap, solder able or silver epoxy attached one. Sounds like someone took the wrong type. Noble metal finishing termination most likely not intend to be soldered.

I was going to suggest a thin coating of solder resist. But, it sounds like
this is part specific.

 XRF was done on a new part before reflow. Before reflow the surface was
shine. After reflow it was grayed and porous as seen in the picture.

copper or nickel to prevent the underlying metallization from leaching into
