So the risk is:

Somehow a roll of solder, which is on the static mat with only the spool
touching it, but with some of the solder sticking out (not drooping to the
mat gets a charge on it (triboelectric due to dragging the spool as Mr.
Stadem points out, or some other way; we'll have to experiment with all the
ways this could be done inadvertently).  Then the circuit we're trying to
protect is brought close enough to the wire of solder sticking out to
discharge the solder through the static-sensitive device.  And this has to
be done without the operator touching the solder (easy if the operator wears
insulated gloves) and without the solder first touching a grounded soldering
iron.

Sounds plausible.  It would be fun to set up a controlled experiment to see
if this would be like the 20 minute gap in the Nixon tapes (I think her name
was Rosemary Woods?).  Then again, I never thought it would be possible to
start a fire while fueling your car by sliding your butt across the car seat
and then touching the handle of the filling nozzle (actually caught on
security video tapes!).

On the other hand, there may be better investments available to provide
higher reliability circuits than focusing on the dangers lurking in your
spool of solder.

There is if the roll of solder is anywhere on the ESD mat and is not being
handled by the operator.

Ed,

I would say that there is no ESD risk with these plastic spools in normal
use.
When solder is being used off of a spool, typically it is being fed by hand
by the operator. Since the operator is grounded, there is no risk to the
hardware.

Greetings again fellow 'netters,

An operator brought up a very interesting question. The rolls upon which
wire solder is spooled are not typically "ESD safe" plastic. Is there an ESD
risk and if so, how can it be mitigated.

My immediate answer was "great question, and in all the years of being in
this business, no one that I know of has ever asked it. For the moment,
precedence has been set, so carry on, however, I will seek counsel from my
most esteemed colleagues at IPC (technet)"

Please share your wisdom, oh enlightened ones!
