I would get on the phone with your Kester Rep, or your
Henkel/Loctite/Emerson & Cuming Rep and see what they had that matched your
dispense equipment, and plan for assembly [pre or post-applied], and cure
limitations.

I seriously doubt that you will have an absence of suitable materials to
select from

I am looking for an underfill material that has good dielectric properties .
The requirement is not so much to do a great underfill but more to climb a
bit up the sides of the BGA to provide dielectric insulation for a hi-pot
test. I realize this is a bit of a weird request.
