The 600 and 6012 simply provide specifications for what is supposed to be there.
Your PWB fabrication drawing needs to identify plated holes and non-plated holes.
If your fabrication drawing does in fact specify these as unplated, but they are plated, then they do not meet the fabrication drawing and can be rejected.
On the other hand, if the drawing does NOT identify them as being non-plated, you don't have any basis for rejection.

Just an aside; if they are plated but were not supposed to be, why does this cause any issues, from a functional standpoint?

Hey all, we have a batch of boards with what looks like electroless copper and enig in some non- plated holes.

I know it's wrong, but I'm struggling with how I can reject them.   I 
can't seem to find a section in 600, or 6012 that says it's "bad".

Any ideas?
