We get alumina substrates from Coorstek, they have 100 mm disks.

A company that can deposit (DVM) the TiO2 is likely to be able to sputter 
or DVM the Pt.  A lot of  smaller companies would do this for you, but 
you'll have to pay for a whole chamber run for both materials, and that's 
expensive.

Google < DVM TiO2 > and call them.

Syed,
(1) most likely you not going to get a wafer but a plate of alumina 
(square not round).  It just nature of the beast of ceramic.
(2) most likely, you are going to get a alumina with glazed surface - sio2 
rich layer with smooth surface - you need to look at substrate supplier 
that specialize LTCC or high temperature/high power device ceramic 
substrate.
(3) as for TiO2 and Pt metallization, you might have to go to 3rd party 
house to specially made.  Pt is easy - your school electron microscopy 
facility may have SEM sputter coater that uses Pt.  As for TiO2, you are 
looking at specialized service.  Most likely, you are not going to get a 
quote from one place that provide you with all of the stuff you want.  For 
qty of 5 pieces, you better try some national research lab, see if anyone 
would do a special job without burn a hole in your pocket.  (The semi 
house that have everything would never provide you with a special run that 
potentially contaminate their chamber).

We are in need of 5 ea.  100 mm alumina wafers.   To add to that it would 
be beneficial if someone could quote us 5 100 mm alumina wafers with a 
SiO2 layer, TiO2 layer followed by a Pt layer.   If you are able to 
accomplish this please email back and contact us. It will also help if 
sources can be referenced.
