It is probably still a good PWB lot, but I would bake for a few hours to remove the moisture, per the IPC-1601 standard referenced. After baking, allow to reach room temperature inside of a desiccation box or process within 8 hours through reflow.

Oggetto: [TN] PCB Humidity
Hi to all,
We received a PCB lot with HIC more than 10% but less than 60%.
What is IPC/JEDEC or others specifications to Humidity limits to PCB?
Is it good or no good PCB?
Thank you
