Hello,
My usual attitude toward coupons was always to include the smallest feature
of each kind of via (in case that you have - through, buried, blind, etc).
So, in this case - I would recommend to put only the 0.7mm in the coupon.
If you want more divercity in the coupon than you can include the smallest
via and smallest TH (that is used for component insertion).

My coupons alwasys have pads on all innerlayers, regardless whether they
are signal or plane.
