Can I assume you are having problems with too much humidity causing damage to components when subjected to reflow temps? I recall there is a joint IPC/JEDEC (at least I think that's who published the document) covering storage of components for SMT. Or it could be an EIA standard.

I think there is an ESD Association standard that covers it but most control systems have a minimum value of 30%. When values fall below that, additional ESD measures kick in. The most common being spray misters to increase relative humidity.
