As I always say, coating is in the eye of the customer. The best resource I
can recommend to you is the IPC-hdbk-830

Areas to be coated:
a. All surface *conductors* on the printed board should be coated.
b. All exposed solder joints and component *leads* should be coated.
c. Bare board areas with no traces or joints are not necessary to coat, but
may be considered optional, if for cosmetic purposes only.
d. If component packaging requires coating, it should be specified in the
design.
NOTE: Coating for *cosmetic* reasons may adversely affect assembly cycle
time and usage cost.

A big "thank you" from a coater to Doug Pauls, Fonda Wu, et al. for the
work they put into the new handbook. It makes it much easier to discuss
coating with customers.
