This spec was brought to my attention by one of our electrical engineers and I am having trouble figuring out how it applies to the board in question. We are trying to release an antenna that is 5.5" square. On one side is the antenna element and the other side is the ground plane for the element. We have 5 holes in the board, 4 mounting holes and 1 hole for the antenna connection.

7.13.3 The maximum unpierced conductor area of any pattern on a printed-wiring board is determined by
the largest circle that can be inscribed within the pattern (see Figure 7.2 ), not to exceed E in Figure 7.1.
When it is intended that samples be tested with a circle of larger diameter than that which fits within the
overall sample size dimensions shown in Figure 7.1, additional samples with a pattern containing only the
largest circle are to be tested.

Could any of you on Design Council explain what the purpose of this spec is for and how it would apply to this situation.
