Styrofoam is what I use to hold these, if they are EFD25 or about that size.
Careful, the bobbins will break if all the pins are straightened in the same
direction at the same time.

Bob,
Try AmericanTECH in San Jose CA as they make automated DIP lead forming
machines.
You may need to have a machine shop make a device similar to the HAKKO or
OKI hand tools used to straighten DIP IC leads. There must be manual labor
subcontractors who will do the manual work for a few cents a part. I assume
that the parts came in plastic trays that they can put them in after they
straighten them?
