Bob,

Try AmericanTECH in San Jose CA as they make automated DIP lead forming machines.

You may need to have a machine shop make a device similar to the HAKKO or OKI hand tools used to straighten DIP IC leads. There must be manual labor subcontractors who will do the manual work for a few cents a part.  I assume that the parts came in plastic trays that they can put them in after they straighten them?
