Under Terminal Connections in both the 610E and 620B state that insulation
clearance greater than 2 wire diameters including insulation or 1.5mm,
whichever is greater is a defect. 7721 does not address insulation
clearance in the splicing section. It is understood that the sleeving must
overlap wire insulation by minimum of 1 wire diameter.
